Abstract

L'incertitude sur la croissance, le retour de l'inflation et la transition énergétique renouvellent le débat de politique économique. Si la situation était auparavant appelée stagnation séculaire, d'autres dénominations apparaissent : stagflation, reflation. Au-delà du diagnostic, quelle utilisation de la politique monétaire ou de la politique budgétaire dans un environnement de dettes élevées ? Cette problématique est d'autant plus importante que les règles européennes de coordination budgétaire sont remises en question. À partir d'exemples concrets, cet article affirme le rôle central de la politique budgétaire par rapport à la politique monétaire. Cette évolution doit être comprise comme une réhabilitation de la « finance fonctionnelle » sous une forme mesurée. Les implications pour le mandat des banques centrales et l'encadrement budgétaire européen sont développées.
