Abstract

Le changement de président à la tête des États-Unis n'aura pas modifié le cap de la politique budgétaire américaine. Après les mesures prises sous l'administration Trump en mars-avril 2020, le nouveau président élu, Joe Biden, a proposé à son tour un plan d'aide. Ce plan, voté par le Congrès, complète les mesures adoptées en décembre, ce qui apportera un soutien de 2 800 milliards de dollars supplémentaires à l'économie américaine pour 2021 et 2022. En cumul, l'ensemble des mesures de soutien atteint donc 5 200 milliards de dollars, soit l'équivalent de 24 points de PIB de l'année 2019. En l'espace de deux ans, l'impulsion budgétaire cumulée atteindrait un record et favoriserait largement le rebond de l'activité. Le nouveau plan s'appuie notamment sur un soutien massif au revenu des ménages qui continueront à accumuler de l'épargne, créant ainsi les conditions d'une forte croissance en 2022 sous l'hypothèse que ces ménages consommeront au moins une partie de cette épargne. Cela pourrait cependant conduire l'économie américaine vers la surchauffe, une augmentation des déséquilibres budgétaires et surtout financiers avec l'émergence ou le renforcement de bulles boursières et immobilières.
