Abstract

La pandémie de Covid-19 a fortement sollicité les politiques budgétaires non seulement du fait de l'augmentation inhérente des dépenses de santé qu'elle a engendrée, de la baisse des recettes fiscales liées à la chute de l'activité, mais aussi et surtout en raison des mesures prises par les gouvernements pour amortir le choc de revenu des agents privés non financiers. Cette situation s'est traduite par un creusement des déficits budgétaires en 2020. Même si nous anticipons une levée progressive des mesures prophylactiques à partir du deuxième trimestre 2021, certaines activités économiques resteront contraintes et les gouvernements maintiendront en conséquence les mesures de soutien. Toutefois, la forte croissance en 2021 et en 2022 pourrait se traduire par une stabilisation, voire un recul des niveaux de dette publique. [Premier paragraphe]
