Abstract

Du haut de ses vingt ans, l'euro aura connu une adolescence difficile. Les divergences croissantes, les politiques d'austérité et leur coût réel, le refus d'accompagner l'austérité dans les pays de la périphérie par des politiques expansionnistes au centre, qui en auraient minimisé l'impact négatif, tout en soutenant l'activité dans la zone euro dans son ensemble et enfin, la reconnaissance tardive du besoin d'intervention, avec une politique monétaire d'assouplissement quantitatif qui a commencé en Europe très en retard par rapport aux autres grands pays, et une relance budgétaire, le plan Juncker, elle aussi tardive et insuffisante, n'ont pas contribué au succès de l'euro.
