Pourquoi faut-il réussir Doha ?

Abstract

Le 30 juin a expiré la loi donnant à Georges Bush le droit de présenter au Congrès les accords commerciaux sans que celui-ci puisse discuter de chaque article individuellement (special trade authority). La majorité démocrate ne l'a bien sûr pas renouvelée. Beaucoup voient là un symbole de l'échec du round de négociations commerciales multilatérales de Doha. La situation n'est guère meilleure en Europe. Nicolas Sarkozy s'est inscrit dans la continuité de Chirac en accusant Peter Mandelson, Commissaire européen au commerce chargé des négociations, d'outrepasser les termes de son mandat. Il a proposé de le remplacer par le président du Conseil Européen, ce qui aurait comme résultat probable l'immobilisation des négociations. Il menace de plus de mettre son veto à tout accord qui ne sauvegarderait pas les intérêts agricoles de la France (...).
