Abstract

L'investissement est aujourd'hui en panne. Le plan Juncker de 315 milliards d'euros sur 2015-2017 est une bonne nouvelle. Mais sera-t-il suffisant ? L'investissement est un poste de dépense fondamental pour relancer la croissance et créer des emplois. L'Union européenne ne souffre pas seulement d'une demande atone qui entraîne une sous-utilisation de ses capacités de production . Elle est aussi pénalisée par un déficit de productivité vis-à-vis des Etats-Unis, par des infrastructures vieillissantes, par l'attractivité croissante des pays émergents avec lesquels elle est en compétition ou encore par un retard important par rapport à son objectif de porter à 3 % du produit intérieur brut (PIB) en 2020 son effort de recherche et développement (R&D). Relancer l'investissement permettrait par ailleurs d'alimenter le moteur de la demande et serait un facteur de croissance de court terme.
