Abstract

Le débat sur les fuites de jeunes qualifiés hors de France est récurrent mais semble prendre une dimension nouvelle avec les débats sur la fiscalité. Or, contrairement à certains commentaires, il n'y a pas en France de fuite massive des personnes les plus qualifiées, tout au plus une légère tendance croissante. Si l'on compare le flux net, la France accueille quasiment autant de personnes qualifiées qu'elle n'en perd. En comparaison avec les autres pays, on note surtout une certaine frilosité des natifs de France à tenter leur chance à l'étranger.
