Abstract

Au cours de la dernière décennie, l'Union européenne (UE) a pris la tête de la lutte contre le changement climatique dans le monde. Elle est, dans les faits, devenue la seule puissance capable de faire basculer les négociations internationales engagées dans le cadre des Nations Unies du côté du raisonnable. Mais force est de constater que la stratégie environnementale européenne manque encore de cohésion, voire de crédibilité : les puissants instruments économiques que l'UE a su construire méritent d'être réformés et mis en cohérence.[Premier paragraphe]
