L'accession de la Pologne à l'Union européenne : interrogations à propos d'une marche forcée

Abstract

Le processus d'accession à l'Union européenne a été présenté par les responsables politiques polonais comme l'achèvement logique de la transition vers le marché, et donc comme un passage obligé. Ce discours rappelle celui des tenants de la « thérapie de choc » de 1990, selon lesquels cette politique économique n'était pas la « bonne » stratégie, mais la seule envisageable. Aujourd'hui, la marche forcée vers l'Europe serait l'unique choix possible. Ce déterminisme a jusqu'ici réussi à la Pologne qui, de tous les pays ayant conduit une transition post-communiste, présente sans nul doute le bilan le plus enviable en ce qui concerne le passage d'un système centralement planifié à une économie de marché.
