L'économie et la société russes après le choc de 1998 : rupture ou enlisement ?

Abstract

Le 17 août 1998, les autorités russes annoncent un défaut sur la dette intérieure, un moratoire sur les transactions bancaires en devises et une dévaluation de fait. Cette décision signifie la fin de la politique de stabilisation lancée depuis la mi–1995 et un retrait brutal de la Russie des marchés financiers. Elle déclenche une onde de choc qui a un impact inattendu sur les marchés, en partie parce que les observateurs s'étonnent de l'écroulement financier d'une économie soutenue à bout de bras par les institutions internationales. La réaction de la société russe est moins vive. Un mouvement de protestation à l'échelle nationale (événement rarissime) éclate en octobre 1998, et s'avère être un relatif échec. Malgré une crise financière dont les conséquences n'avaient pas été anticipées par ses acteurs – les plus spectaculaires sont un secteur bancaire exsangue et une nouvelle spoliation des déposants – la société russe est secouée, mais pas bouleversée.
