Abstract

A partir de 1991, le déficit public s'était creusé, sous l'effet du ralentissement économique (responsable d'un creusement du déficit de 2,4 points de PIB entre 1991 et 1993) et de la hausse des charges d'intérêt (1 point de déficit supplémentaire de 1991 à 1995). Dès 1993, pour respecter les contraintes du traité de Maastricht, et alors que la France s'enfonçait dans la récession, la politique budgétaire est d'abord devenue neutre (en 1993), puis franchement restrictive (de 1994 à 1997). De 1995 à 1997 la rigueur, essentiellement fiscale, a réduit le déficit de 1,2 point de PIB chaque année (...).
