Abstract

Les chiffres du mois de janvier 2017 publiés par Pôle Emploi font apparaître une quasi-stabilité (+800) du nombre de demandeurs d'emploi en fin de mois (DEFM) n'exerçant aucune activité (catégorie A). Si sur an le nombre de DEFM sans activité diminue (-89 300), il n'en reste pas moins que depuis deux mois celui-ci remonte, perturbant la baisse tendancielle enclenchée depuis février 2016. Par ailleurs, les catégories C (DEFM en activité réduite longue) connaissent une forte augmentation au mois de janvier (+23 800). Et sur an, la hausse des DEFM en catégorie C (+113 800), et dans une bien moindre mesure des catégories B (+3 400), fait plus que compenser la baisse visible des DEFM en catégorie A, illustrant la possibilité d'un phénomène de vase communicant entre ces différentes catégories. Enfin, le nombre de chômeurs non tenus de rechercher un emploi (catégorie D) diminue pour la première fois depuis avril 2016. Or la hausse passée des DEFM en catégorie D, sous l'impulsion de la montée en charge du plan de formation de 500 000 chômeurs, a facilité la réduction du nombre de chômeurs en catégorie A. L'arrivée à maturité du dispositif ne devrait ainsi plus avoir d'effet sur la dynamique de baisse des catégories A. [Premier paragraphe]
