Abstract

Avec le recul, quelles leçons tirer de Seattle sur les rôles que l'Organisation mondiale du commerce est appelée à jouer ? Après avoir replacé dans son contexte la conférence de Seattle et relativisé son échec, Patrick Messerlin présente ici son point de vue en insistant sur la nécessité de recentrer l'OMC sur des rôles mieux définis, envisageant ainsi trois options. À une mise en hibernation ou à une limitation de l'OMC à son métier de base, il préfère la solufion d'un approfondissement de la philosophie du GATT, ce qui suppose la recherche du meilleur équilibre possible entre liberté individuelle et responsabilité des États mais aussi beaucoup de savoir-faire et de persévérance dans la perspective d'un nouveau Round de négociations.
