Abstract

Compte tenu des difficultés récurrentes de financement de la protection sociale, ne convient-il pas d'affirmer des choix et des priorités, en réorientant par exemple les efforts vers la protection des plus démunis ? Certains ont pu mettre en avant cet objectif en préconisant l'accroissement des prestations sous conditions de ressources, c'est-à-dire versées aux ménages dont les revenus demeurent inférieurs à un certain seuil. Cet article présente les principaux enjeux de cette question en examinant les logiques redistributives à l'œuvre dans le système actuel de protection sociale. Il souligne en particulier le danger de rompre le consensus existant aujourd'hui en matière de contributions, certains pouvant refuser à l'avenir de financer un système dont ils ne bénéficieraient plus.
