Abstract

Peut-on parler d'un retour de la politique industrielle? Posée il y a quelques années, la question aurait fait sourire, tant la vague libérale était puissante : l'étude des faillites de l'État occupait le devant de la scène intellectuelle et tout ce qui pouvait éloigner les firmes de sa mainmise était jugé satisfaisant. Depuis, l'irrésistible ascension du Japon - pays où l'État est fort présent, les difficultés rencontrées par les pays de l'Est à mettre en place une économie de marché, les effets contre-productifs d'une approche libérale en matière d'infrastructures aux États-Unis ont conduit à réinscrire à l'ordre du jour de l'action gouvernementale la question des politiques de soutien à l'industrie. En Europe, aux États-Unis, en France, certains, industriels, hommes politiques ou analystes économiques, vont jusqu'à réclamer ouvertement la mise en oeuvre d'une politique industrielle (...).
