De Stockholm à Copenhague : Les engagements internationaux et leur application

Abstract

Entre la première conférence des Nations Unies sur l'environnement, réunie à Stockholm en 1972, et le sommet de Copenhague de décembre 2009, de nombreuses négociations internationales ont été engagées, aboutissant à des accords plus ou moins satisfaisants. Si le protocole de Montréal sur la protection de la couche d'ozone est une réussite exemplaire, les négociations sur le changement climatique et sur la biodiversité se sont révélées beaucoup plus décevantes. Le hiatus entre les ambitions affichées à l'ouverture des conférences et les retombées concrètes des accords traduit les difficultés de la gouvernance mondiale de l'environnement: même lorsqu'un texte est signé par un grand nombre de pays, l'effectif s'amenuise lorsqu'on passe à l'étape de la ratification, et surtout, à celle de l'application. Eloi Laurent analyse les réussites et les échecs des engagements internationaux avant de conclure sur la nécessité de réformer le système de gouvernance, en particulier de remédier à sa fragmentation, en créant par exemple une Organisation mondiale de l'environnement.
