Abstract

Le retour de la croissance est le moment pour l'Europe d'engager des réformes pour consolider son avenir. Oui, mais les Vingt-Huit sont divisés sur la marche à suivre. Après Christine Lagarde en octobre 2017, l'OFCE et Martin Wolf en novembre, Jean-Claude Juncker s'est emparé récemment de la maxime rendue célèbre par John Fitzgerald Kennedy : "Réparons le toit tant qu'il fait beau"1. Ce consensus entre le Fonds monétaire international (FMI), l'OFCE, le Financial Times et la Commission européenne témoigne d'une convergence de vues quant à l'état de l'économie mondiale et la nécessité de profiter de l'embellie actuelle pour mettre en oeuvre des réformes afin qu'elle se prolonge. Concernant l'Europe, ce consensus masque cependant des divergences sur la nature des réformes à mettre en oeuvre pour améliorer la gouvernance économique.
