Faut-il réduire la dépense publique ?

Abstract

En France, les dépenses publiques atteignent des sommets historiques, avec 57 % du produit intérieur brut (PIB) en 2015. Ce niveau est aussi l'un des plus élevés de l'OCDE, comparable à celui du Danemark et de la Finlande. Pourtant, depuis dix ans, des efforts ont été engagés pour réduire la dépense. Nicolas Sarkozy avait mis en place la « révision générale des politiques publiques » (RGPP) et décidé le non-remplacement d'un fonctionnaire sur deux partant à la retraite. A sa suite, François Hollande a lancé la « modernisation de l'action publique » (MAP) et mis en place, dans le cadre du pacte de responsabilité, un programme d'économies prévu à 50 milliards sur la période 2015-2017. Alors pourquoi, malgré ces efforts inédits, le poids de la dépense publique reste-t-il toujours aussi élevé ? Existe-t-il une singularité française concernant le niveau de dépenses et doit-on le ramener au niveau de la moyenne européenne ?
