Une brève histoire de l'intégration économique européenne

Abstract

« Europe » existe au moins depuis l'Antiquité, à la fois sur le plan mythologique (Europe, princesse phénicienne, fut arrachée à l'Asie par Zeus pour être conduite en Crète et inventer un nouveau continent) et économique (la Méditerranée a été l'espace d'échange naturel des civilisations européennes). La « communauté européenne » est un projet beaucoup plus récent, dont Victor Hugo a eu la géniale intuition dans son discours du 21 août 1849 appelant à des « États-Unis d'Europe » (« Un jour viendra où il n'y aura plus d'autres champs de bataille que les marchés s'ouvrant au commerce et les esprits s'ouvrant aux idées »). C'est la tragédie des deux guerres mondiales, « guerres civiles européennes », qui imposera comme une nécessité, et non plus comme une possibilité, la construction européenne et qui la fera reposer sur l'intégration économique. C'est précisément cette intégration économique qui est en crise en ce début du xxi e siècle et qui menace l'ensemble du projet européen. 2 Certes, la Communauté économique européenne (CEE) et l'Union européenne (UE) sont nées de crises (respectivement la Seconde Guerre mondiale et la fin de la guerre froide), mais les crises européennes ne sont plus aujourd'hui ces moments cathartiques entre anciens ennemis qui essaient de construire dans l'urgence une paix durable en surmontant leurs désaccords fondamentaux. Elles sont devenues depuis dix ans le mode normal de gouvernement d'une Union toujours plus cacophonique qui ne progresse plus. Un constat, objectivement préoccupant et assez peu contestable, s'impose : cette intégration européenne par le chaos s'essouffle et un nombre croissant de citoyens s'en détournent.
