Abstract

« En matière de lutte contre le chômage, tout a été essayé et tout a échoué », affirmait François Mitterrand pour décrire l'impuissance des politiques économiques et la fatalité du chômage en France : celui-ci augmentait fortement dans les périodes de récession et diminuait très légèrement lorsque l'économie repartait. En fin de cycle, il s'établissait à un niveau systématiquement supérieur à celui enregistré à l'issue du cycle précédent. Dix ans plus tard, au début des années 2000 et après quatre années de baisse consécutive du chômage, l'espoir renaissait : le plein-emploi était envisagé par un grand nombre d'économistes comme possible à l'horizon 2010. Cette « société du plein-emploi » serait atteinte grâce aux évolutions démographiques « favorables », mais surtout subordonnée à la mise en œuvre de conditions de croissance durable et soutenue de l'économie, croissance qui serait de nouveau créatrice d'emplois. Mais la croissance s'est interrompue en 2002, et le chômage est reparti à la hausse, reportant à d'autres jours la perspective du plein-emploi. Depuis plus de vingt ans, la France comme l'Europe sont victimes d'un mal bien particulier. Les aléas de la conjoncture frappent la France comme ils touchent les États-Unis, mais les phases de baisse du chômage sont toujours plus brèves et moins intenses que celles où il augmente. La croissance est à l'avenant, toujours plus décevante en France et en Europe qu'aux États-Unis. Y a-t-il là une fatalité européenne ? La protection des salariés est-elle devenue si excessive qu'elle compromet le fonctionnement efficace de l'économie de marché ? Le modèle social européen est-il incompatible avec la mondialisation ? Ou le chômage et la faible croissance ne sont-ils que les résultats de choix peu judicieux de politique économique ? L'examen de notre histoire macroéconomique récente fournit assurément quelques clefs.
