Abstract

La convergence des marchés du travail européens et l'approfondissement de l'Europe sociale sont de nouveau discutés au niveau européen. Par exemple, la présidente de la Commission européenne Ursula von der Leyen a explicitement mis dans son projet d'évolution de l'Europe à la fois un cadre commun pour la mise en place de salaires minimaux et un système de réassurance chômage européen : « Un régime européen de réassurance des prestations de chômage soutiendra nos économies et nos citoyens en cas de chocs externes. Il existe bien entendu des assurances chômage au niveau national, mais il faut établir un régime européen de réassurance pour faire face aux chocs externes sévères. » [Premier paragraphe]
