Encadrements des loyers : quel premier bilan ?

Abstract

Face aux fortes hausses des loyers constatées dans plusieurs villes, le Gouvernement, en juillet 2012, a pris un décret afin que dans 38 agglomérations les augmentations soient contenues lorsqu'il y a un changement de locataires. Deux ans plus tard, la loi ALUR du 24 mars 2014 a mis en place un encadrement du niveau des loyers sur la base de loyers de référence, encadrement entré en vigueur à Paris en août 2015 puis, en février 2017, à Lille. Sandrine Levasseur propose un premier bilan de ce contrôle des loyers pour la capitale. Elle conclut à un effet réel quoique modéré et explique quels sont les principaux obstacles à l'application de ces nouvelles règles de fixation des loyers. Elle s'interroge aussi sur leur impact concernant l'entretien du parc locatif. [Résumé éditeur]
