Le risque déflationniste dans la zone euro

Abstract

Quelque dix ans après sa création, la zone euro s'est trouvée prise dans la tourmente de la grande récession qui a débouché début 2010 sur une crise des dettes souveraines et révélé des failles dans l'UE. Cette crise interroge non seulement les institutions de la zone euro mais aussi la capacité de l'UE à créer un processus de convergence. On observe, en effet, une dualisation de l'espace européen alors même que la monnaie unique devait accélérer l'homogénéisation. Soumise à des turbulences dont elle n'est pas encore sortie, la zone euro a néanmoins fait preuve de résilience. La crise a en effet été l'occasion de remanier l'ensemble de son fonctionnement. La discipline budgétaire a été renforcée et il existe désormais des dispositifs de sauvetage des États en difficulté. Les missions de la BCE ont été élargies au domaine de la régulation financière. Autant d'évolutions qui peuvent être considérées comme des avancées prometteuses pour la gouvernance européenne.
