Abstract

Entre 2010 et 2012, plusieurs États de la zone euro - Grèce, Irlande, Espagne, Portugal - ont vu leur dette publique exploser, au point de provoquer de vives inquiétudes sur leurs capacités de remboursement et sur l'avenir même de l'Union monétaire. Assistés par l'Union européenne, la BCE et le FMI, ces pays ont été soumis à des plans d'ajustement budgétaire assortis de réformes structurelles. Quels en ont été les effets ? Après un rappel des événements ayant conduit à cette crise des dettes souveraines, Bruno Ducoudré dresse un bilan des politiques menées pour y faire face. L'austérité budgétaire tout comme les réformes structurelles ont eu selon lui une efficacité limitée, les effets récessifs ayant compromis la reprise économique et ralenti l'assainissement des finances publiques.
