Abstract

Dix ans se sont écoulés depuis le déclenchement de la première grande crise de la mondialisation. Aucune zone n'a été épargnée et n'a échappé à une brutale et franche chute de son activité en 2008 et 2009, la plus violente depuis les années 1930. Cette crise est intervenue au moment où la croissance française, dans le sillage de celle observée ailleurs en zone euro, reprenait des couleurs après être restée engluée dans une croissance médiocre à la suite du ralentissement marqué de l'économie mondiale en 2001 : l'ajustement nécessaire des bilans et des appareils de production des entreprises après l'euphorie de la fin des années 1990 a été d'autant plus laborieux qu'aucun instrument macroéconomique n'a été mobilisé pour maintenir la croissance à flot. L'appréciation de l'euro, inévitable sans politique de change, des politiques non coordonnées, voire non coopératives, et une politique budgétaire corsetée n'ont évidemment rien arrangé au marasme de l'après-bulle Internet.
