Abstract

Pourquoi réformer le système de retraite français? Il est éclaté en une multitude de régimes avec différents modes de financement et de calcul des pensions, ce qui crée de la complexité et nuit à sa lisibilité, voire à son acceptabilité sociale. Malgré les réformes passées, l'équilibre financier futur du système n'est pas garanti. Seul le retour à une croissance suffisamment élevée à long terme est susceptible de pérenniser le système en l'état. Le projet annoncé de réforme repose sur une volonté d'unification des régimes de retraite de base et sur le principe d'un système de pension à points se substituant au système actuel à prestations définies. Un tel changement se heurtera à plusieurs difficultés de mise en place, requérant l'organisation d'une période de transition.
