Abstract

Le budget 2003 que le gouvernement a présenté le 25 septembre 2002 était très attendu. Élaborer un budget au creux du cycle est toujours délicat : la croissance, qui a nettement fléchi en 2001 et 2002, n'est pas repartie, le déficit public s'est accru, de sorte qu'une politique budgétaire restrictive peut nuire à la croissance et qu'une politique expansionniste peut être jugée financièrement dangereuse. Le gouvernement est écartelé entre des engagements électoraux (augmenter les dépenses de sécurité, baisser l'impôt direct), des contraintes héritées du précédent gouvernement (réunifier le SMIC) et les exigences du Pacte de stabilité et de croissance (PSC) et des Grandes orientations de politique économique (GOPE) que les responsables français s'étaient encore engagés à respecter en mars 2002, mais qu'ils avaient depuis remises en cause, de sorte que les autorités européennes les attendaient au coin du bois (...).
