Le bel avenir de l'Etat providence

Abstract

La protection sociale contribue à l'affaissement moral des individus ? C'est faux : elle assure leur bien-être. L'Etat Providence bride le dynamisme économique et écrase de ses insupportables charges la création de richesse et l'innovation ? C'est faux : il favorise la prise de risque, développe les capacités humaines et maintient la cohésion sociale. L'Etat providence est insoutenable financièrement ? C'est faux : il n'a jamais provoqué la moindre crise économique. Depuis trente ans, l'Etat Providence n'est envisagé que sous l'angle de sa crise et son inéluctable effondrement. Ce discours inquiétant se veut performatif : on espère préparer ainsi les esprits au recul inévitable et pour tout dire souhaitable de la mutualisation des risques sociaux. Réfutant fermement le déclinisme social ambiant (" nous mourrons ensevelis sous le poids de notre Etat Providence "), ce livre laisse entrevoir non seulement la consolidation sociale mais la perpétuation écologique de l'Etat providence : l'état actuel des insécurités sociales comme la menace de celles, écologiques, qui sont déjà là et grandissent à l'horizon conduisent à penser que nous allons vers un renforcement global de nos protections collectives, dans le sens exactement opposé à ce que nous indique une vulgate néolibérale en bout de course.
