Abstract

En 1997, le gouvernement a fait des 35 heures un des axes de sa politique économique et de sa priorité le chômage qui était alors supérieur à 12 %. Quatre ans après, l'ambition semble en voie d'être atteinte. Les 35 heures se sont largement diffusées et près de 40 % des salariés à temps complet ont réduit leur temps de travail. Par ailleurs, les performances de l'économie française en terme d'emploi ont été exceptionnelles au cours des années 1999 et 2000. Le taux de chômage a baissé de plus de 3 points depuis 1997. La retour de la croissance explique en grande partie cette amélioration, mais la France fait mieux que ses voisins. Avec une croissance de 3 %, comparable à celle de la zone euro, le chômage français s'est réduit de 1,8 point au cours de l'année 2000, alors que ses partenaires dans la monnaie unique réduisaient leur taux de chômage de 0,8 point en moyenne (...).
