Abstract

Le 24 octobre 1999, au soir des élections présidentielles et législatives en Tunisie, Philippe Séguin se félicitait de leur bon déroulement et louait la " nouvelle étape du processus démocratique que la Tunisie a choisi de conduire ". Il faisait ainsi écho à ses nombreuses interventions précédentes, qui vantaient les avancées de ce pays et son " miracle " économique. Il avait pourtant écrit quelques temps plus tôt : " Plutôt que des simulacres de démocratie, je préfère des processus prudents, progressifs, qui partent du principe que la démocratie n'a pas de sens là où les gens sont analphabètes, n'ont pas l'eau, le gaz et l'électricité et ne mangent pas à leur faim (...). Dans la construction démocratique, la Tunisie va à son (...), ce rythme appelle la respect " (...).
