Abstract

Le 29 mai 1998, le Premier ministre a demandé au Commissaire au Plan, Jean-Michel Charpin, d'élaborer un " diagnostic aussi partagé que possible " sur la situation et les perspectives du système français de retraite. Le Plan a réuni d'octobre 1998 à mars 1999 une commission de concertation composée des partenaires sociaux, des représentants des régimes de retraites et des administrations concernées. En mai 1999, le Commissaire au Plan a remis au Premier ministre, puis publié son rapport, suivi de l'avis des organisations syndicales. Ce rapport est destiné à ouvrir une phase de débat public. Nous participons ici à ce débat, en proposant une analyse critique du rapport et de ces principales propositions (...).
