Abstract

2012 restera une année de purge budgétaire pour l'Italie qui clôture l'année avec une baisse de son PIB de 2,4 %, et un acquis de -1 % pour 2013. Seul le commerce extérieur a un peu amorti la chute d'activité, la baisse de la demande intérieure et le très fort déstockage en fin d'année. Le pays, déjà caractérisé par une croissance atone avant la crise, a particulièrement pâti du redressement budgétaire, comme en attestent les sept trimestres consécutifs de baisse de la FBCF et de la consommation des ménages. En outre, en raison de multiplicateurs budgétaires élevés (estimés à 1,7 en moyenne pour 2011 et 2012), la réduction du déficit est faible par rapport à l'ampleur de l'impulsion budgétaire, qui atteint 3 points de PIB en 2012. Néanmoins, grâce à l'action de la BCE, la charge des intérêts de la dette est restée contenue (passant de 4,9% en 2011 à 5,4 % du PIB en 2012), ce qui a permis au déficit public d'atteindre un seuil de 3 % en 2012.
