Abstract
During the municipal elections of March 16 and June 28, 2020, French citizens could vote for the election for their municipal councils and their intercommunal delegates. Indeed, on January 1 2020, all French municipalities had to belong to one of the 1,254 French intercommunal structures (called "Establishments Publics of Coop ́eration Inter Communales, EPCI). The results of these elections, publicly available on https://www.data.gouv.fr/, serve as the foundation for the construction of a new database that records the number of delegates repre- senting each municipality in its respective intermunicipal council. In this paper, we describe the process of building this database and how we addressed various challenges along the way. This information was not previously available to the public and will allow researchers to analyze local public finances and local democ- racy more precisely in France. In addition, it provides a comprehensive dataset on the allocation of delegates in a two-tier voting system
