Abstract

"Les auteurs de cet ouvrage proposent une évaluation systématique du coût et de l'efficacité des dépenses fiscales (communément appelées "niches fiscales"). Les dépenses fiscales regroupent l'ensemble des avantages fiscaux et réductions d'impôt prévus par la loi afin soit d'augmenter le revenu de certains ménages, soit d'inciter les acteurs économiques à développer leur activité dans certains secteurs. Ces politiques de défiscalisation sont peu à peu devenues un instrument majeur des politiques publiques en France. Alors que les déséquilibres budgétaires font l'objet d'une attention accrue, les auteurs de cet ouvrage proposent une évaluation systématique du coût et de l'efficacité de l'ensemble de ces dispositifs. Ils mettent au jour les mécanismes communs qui les caractérisent : des coûts mal maîtrisés − souvent supérieurs à ce qu'aurait représenté un financement direct −, un fort niveau d'inefficacité par rapport aux objectifs annoncés dans de nombreux cas, un accroissement des inégalités, ou encore la difficulté à revenir en arrière."
