Face aux crises : Le développement de la Résilience Digitale dans la Sécurité Civile

Abstract

Dans un contexte où les organisations doivent impérativement renforcer leur capacité à faire face aux crises, le développement de la résilience digitale (RD) émerge comme un levier stratégique essentiel. Ce chapitre étudie la manière dont les professionnels de la sécurité civile, évoluant dans des contextes extrêmes, développent leur RD. L'analyse repose sur une étude de cas unique menée lors de l'exercice européen FSX DOMINO (2022), combinant observation directe, discussions actives et revue documentaire. Les résultats éclairent les mécanismes de développement de la RD et les enjeux contextuels auxquels ils se confrontent. L'étude souligne que le développement de la RD est fondé sur des compromis spécifiques au contexte organisationnel plutôt que sur une réponse universelle aux perturbations . Ce chapitre enrichit ainsi les travaux existants en montrant que le contexte joue un rôle central et structurant dans le développement de la RD.
