L’information dans l’achat public : approche économique

Abstract

La prise en compte des imperfections informationnelles (information incomplète et asymétrique) permet d'envisager plusieurs dimensions critiques de l'attribution et de l'exécution des contrats publics. Cette contribution présente quelques éclairages issus de l'économie des contrats sur les difficultés reliées à l'expression des besoins, à l'information des soumissionnaires, à la gestion des aléas dans l'exécution des contrats et aux procédures de supervision de l'intégrité de la commande publique, qu'il s'agisse de la détection de pratiques de favoritisme ou d'ententes anticoncurrentielles.
