Abstract

La mutualisation et le partage capacitaire - le pooling and sharing - sont en premier lieu une réponse à la baisse des budgets de défense. Un pays doit coopérer faute de moyens pour s'offrir seul les équipements militaires dont il a besoin. La mutualisation de la R&D de défense s'inscrit dans ce contexte. Elle a également un objectif politique : favoriser la consolidation industrielle dans l'armement au niveau européen et donc constituer une base industrielle et technologique de défense (BITD) européenne qui soit un instrument au service de la politique de sécurité et de défense commune (PSDC), bien que cette approche soit diversement partagée par les États membres.
