Abstract

"Based on the evolution of the microsimulation landscape in France, this chapter focuses on two issues of the policy of access to the administration's digital resources: the first concerns access to the administration's models ("Open Access"), the second is the opening of its data ("Open Data"). It also focuses on static models, applied to the French monetary redistribution system. More specifically, the chapter discusses the Ines, Myriade, Openfisca, Saphir and Taxipp models. It shows why and how a movement to open up these data has emerged since the 2010s. The chapter deals with the opening of the codes of the administration, which closely follows that of the data. Microeconomic data are essential to run simulations of a model. The code of the model, in particular that of the tax-benefit system, can be reconstructed from the law, but not the micro-economic data."
