The OECD's rules and standards for the testing and assessment of chemicals

Abstract

This chapter focuses on the role of the Organisation for Cooperation and Economic Development (OECD) in the ‘making' and diffusion of norms in the field of chemical safety since the early 1970s. The OECD, which associates this issue with environmental protection, has demonstrated its ability to make the economic dimension of environment policies intelligible and has developped its normative power. We examine which ideas related to chemical safety the OECD has developed and disseminated and enquires into the legal status of the instruments used by the OECD to achieve its broader goal of globalization. Subordinating the protection of health and environment to the goal of global chemical market growth, the OECD used a combination of instruments of hard law and of soft law that are now incorporated into the European legal order and circulate towards others international organizations.
