L’annonce du reconfinement : le triomphe (éphémère) du management de projet

Abstract

Mercredi 28 et jeudi 29 octobre 2020, le président de la République Emmanuel Macron, le premier ministre et plusieurs ministres ont annoncé dans l'urgence un reconfinement d'un mois pour lutter contre la pandémie de Covid-19. Toutes les méthodes du management de projet enseignées dans les écoles et facultés ont été déployées pour réaliser l'exercice : diagnostic d'une situation exceptionnelle, chiffres clés pour installer une rationalité structurée de l'action, ambiance d'engagement, et récit collectif mobilisateur. Le chef de projet Macron et son équipe-projet ont fait le pari "d'embarquer" des acteurs (les citoyens) dans le projet du reconfinement, c'est-à-dire dans ce que les sciences de gestion définissent comme "une démarche spécifique, qui permet de structurer méthodiquement et progressivement une réalité à venir".
