Le plein emploi est-il toujours un objectif envisageable ? Une analyse macroéconomique et macro-institutionnelle

Abstract

Cet article montre que le plein emploi n'est pas toujours un objectif envisageable. La doctrine du plein emploi s'est affirmée à la fin de la Seconde Guerre mondiale comme une politique économique générale. Si elle a influencé avec succès les actions gouvernementales des pays développés au cours des Trente Glorieuses, la doctrine du plein emploi, d'inspiration keynésienne, ne parvient plus, depuis lors, à s'imposer durablement à l'agenda politique, tout particulièrement en raison de la répétition des crises économiques majeures. Il est même loisible de se demander si l'objectif du plein emploi, formulé en des termes techniques, est toujours souhaitable.
