Abstract

Le secteur du tourisme, par l'évolution du contexte socio-économique, n'échappe pas aux questions de restructuration territoriale et de reconfiguration des pratiques des acteurs publics et privés. Le paysage institutionnel du tourisme établissait les modes de concertation entre les collectivités territoriales. Mais les institutions publiques touristiques cherchent aujourd'hui des alternatives de management. Issu de l'économie industrielle, le modèle « cluster » s'avère être séduisant au regard de sa transposition vers une coproduction de services touristiques. Nous nous sommes interrogés sur ce modèle « cluster », participerait-il à une nouvelle gouvernance des territoires ? Nous nous appuierons sur une recherche-intervention sur deux clusters en création. Nous avons présenté que le rôle des institutions publiques du tourisme change, mais le « cluster » se présente comme un moyen de garder une position dans le paysage des acteurs du tourisme.
