L’activité réduite: frein ou tremplin au retour à l’emploi ?

Abstract

Le dispositif d'activité réduite permet aux demandeurs d'emploi d'exercer une activité salariée tout en conservant une partie de leur allocation de retour à l'emploi. Cette étude évalue son impact en comparant le taux de retour à l'emploi des bénéficiaires et des non-bénéficiaires. Les résultats indiquent que l'activité réduite freine le retour à l'emploi pendant les huit premiers mois suivant l'entrée dans le dispositif. Cependant, cet effet négatif s'amoindrit au cours du temps jusqu'à s'inverser. Dix mois environ après l'entrée en activité réduite, les bénéficiaires finissent par avoir un taux d'emploi légèrement supérieur à ce qu'il aurait été en l'absence du dispositif.
