Common goods and governance: the case of nonprofit performing arts organizations[Translation sémantique ou changement de modèle économique : biens communs et mode de gouvernance. Le cas des associations du spectacle vivant]

A fundamental reflection on cultural rights has been going on for a few years. Recognized for a long time in several international texts, cultural rights have recently been incorporated into French legislation (NOTRe law and LCAP law). This concept of cultural rights is based on the presupposition that culture would constitute a common good, the use of which should be non-exclusive (accessible to all) and would involve goods that could at least partly result in a form of additionality. The development of non-profit associative structures for the diffusion of cultural production would concretize the establishment of an intermediate mode of governance between the market and the State (Laville et al., 2015) which could organize a shared diffusion and a co-construction of cultural production among the largest number. Our observation centered on the functioning of non-profit performing arts organizations makes it possible to highlight a great diversity of situations in relation to the characteristics and modes of intervention of various stakeholders, in contrast to this simplifying speech.
