Las políticas de reducción del tiempo de trabajo en Euskalerria

Abstract

Tras participar en una de las investigaciones financiadas por el Departamento de Innovación de la Diputación Foral de Gipuzkoa sobre el reparto del trabajo y del empleo, entregamos tras el verano del 2015 el informe de restitución "Reparto del empleo y del tiempo de trabajo: efectos en la fiscalidad y tratamiento jurídico" (Zendoia et al., 2015), con análisis, diagnósticos y propuestas de Reducción del Tiempo de Trabajo (en adelante, RTT), que más tarde recogimos en el monográfico "La reducción del tiempo de trabajo. Una propuesta para reducir el desempleo" del nº 34 de la revista Lan Harremanak (V.V.A.A., 2016-I). Aunque con el cambio Gobierno no ha habido una valoración de las propuestas que restituimos los diferentes equipos de tres universidades vascas, aprovechamos la ocasión para reiterar la conveniencia y la viabilidad de la políticas de RTT –también desde las instituciones forales y autonómica–, además de la necesidad de abordar con urgencia una reflexión acerca del futuro del empleo, lo cual requiere diseñar estrategias transformadoras en materia laboral y fiscal que reconduzcan la actual situación de crisis y ajuste permanente.
