Le développement de la sécurité sociale sud-africaine : origines, avancées et insuffisances

Abstract

South Africa has the highest share of GDP devoted to social security of any country in sub-Saharan Africa and is the only African country to have a complete social security system. The rise of the South African social security system is mainly due to two factors : the recognition of the right to social security in the Constitution of the Republic of South Africa of 1996 and the role exercised since the early 2000s by the major international organizations (ILO, UN, ISSA, World Bank) in the promotion of social systems. The horizontal and vertical extension of South African social security has resulted in a broad social coverage over all social risks through contributory and non-contributory schemes and cash transfer programs. However, his dynamic of socio-economic development which has been under way for nearly twenty years may be undermined by the constraints facing the South African social system, particularly the persistence of strong inequalities.
