Abstract

L'articulation entre évaluation et modalités de financement pose beaucoup de questions vives qui peuvent être aussi bien théoriques que pratiques. Au niveau théorique, par exemple, peut se poser la question du taux d'actualisation cohérent avec une croissance économique optimisée : ce taux étant supposé proprement calculé, doit-il en résulter nécessairement que tout projet présentant une valeur actualisée nette positive soit effectivement réalisé ? et que soit ainsi déterminé le niveau optimal du budget public qu'il convient de mobiliser pour les investissement de transport ? Plus généralement, comment doivent s'articuler, d'une part, le calcul économique et la théorie du rendement social, d'autre part, l'analyse macro-économique de la détermination des enveloppes budgétaires ?
