La gouvernance, la prévision et les chiffres

Abstract

La querelle sur les prévisions de la croissance économique est révélatrice de crampes mentales qui tiennent à des présuppositions fallacieuses sur la prévision macroéconomique, l'usage des chiffres et les modalités de gouvernance correspondantes. D'une part, ces présuppositions ignorent que la prévision repose nécessairement sur un cadre d'analyse qui spécifie les mécanismes de croissance et de fluctuations conjoncturelles, et assure le traitement des observations et des données. D'autre part, les chiffres mobilisés dans l'espace public participent d'une gouvernance qui s'adosse à des jugements de valeur et des normes qui façonnent le comportement de l'économie et de la société.
