Le dilemme de la ficelle : transmission de la politique monétaire

Abstract

Le crédit bancaire connaît depuis 2008 une décélération qui s'est poursuivie en dépit de deux baisses successives du taux d'intérêt directeur auxquelles a procédé Bank Al Maghrib en vue de soutenir le financement de l'économie. Cette situation, préoccupante selon les termes du gouverneur de la Banque centrale, fait songer à la célèbre parabole d'Alain Samuelson : "La politique monétaire est comme une ficelle, on peut l'utiliser pour tirer mais non pour pousser". Le propos de cette figure de proue de la science économique de la seconde moitié du XXème siècle, pointe les difficultés de transmission de la politique monétaire au système bancaire et de relance de l'activité. Le ralentissement du rythme de croissance du crédit en cours suscite deux questions essentielles du point de vue de la conduite de la politique monétaire : il conduit à s'interroger, d'une part, sur la force des impulsions de la Banque centrale sur le comportement des institutions financières et leur asymétrie d'impact et, d'autre part, sur les interactions entre les contraintes de financement et les conditions de croissance.
