Abstract

La loi Notre en 2015 attribue aux CESER (Conseil économique, social et environnemental régional) la fonction de "contribuer à l'évaluation des politiques publiques" mais elle ne précise pas ce que l'on peut entendre par là. CESER de France 2017 propose des éléments à ce sujet. Deuxième chambre des Conseils Régionaux, dépourvu de moyens budgétaires propres lui permettant de se saisir elle-même de démarches évaluatives ambitieuses, les CESER vont rencontrer deux cas de figure : le premier est celui de Conseils régionaux actifs dans le domaine de l'évaluation et sollicitant le CESER à l'appui de ses démarches et le second est le cas inverse, avec des Conseils régionaux peu actifs dans le domaine de l'évaluation. Comment contribuer ? Il faut revenir sur ce qu'est l'évaluation pour faire des propositions. Ce qu'on peut mettre en discussion c'est que le CESER peut être présent en amont et en aval de la démarche évaluative : en amont pour susciter et définir des projets d'évaluation, en aval pour utiliser les travaux évaluatifs et affirmer le point de vue de la société civile organisée.
